Creates a new laboratory accreditation account in the state treasury to receive fees imposed under RCW 43.21A.230, with expenditures limited to developing and implementing laboratory accreditation activities

Requires fees collected by the Department of Ecology for hydrofluorocarbon (HFC) regulation implementation under chapter 70A.540 RCW to be deposited into the air pollution control account

Adds HFC program fees (RCW 70A.540.120 and 70A.540.130) to the list of revenue sources for the air pollution control account, with those funds restricted to implementing HFC regulations only

Authorizes the Department of Ecology and local authorities to assess and collect fees necessary to recover direct and indirect costs of implementing HFC regulations
