Prohibits Washington law enforcement agencies (general and limited authority) and their officers from participating in training programs, exchanges, or partnerships with any foreign country's military forces, intelligence agencies, or security services

Bars the Washington State Patrol and its officers from the same foreign military, intelligence, and security service training programs

Prevents the Criminal Justice Training Commission from participating in, developing, administering, or incorporating into its curricula any training with foreign military, intelligence, or security services

Prohibits all covered agencies from funding, sponsoring, or facilitating officer travel to foreign countries for such training purposes

Includes a severability clause ensuring that if any provision is held invalid, the remainder of the act remains in effect
