Expands Washington's paint stewardship program from "architectural paint" to all "paint products," including aerosol coating products, coating-related products (thinners, sealants, adhesives), and nonindustrial coatings (automotive refinish, marine paint, wood preservatives) sold in containers of five gallons or less

Requires stewardship organizations to update their existing paint stewardship plans to address all paint products by July 1, 2027, and implement the updated plans by July 1, 2028

Maintains the existing collection site coverage requirement that 90% of Washington residents have a permanent architectural paint collection site within 15 miles, while adjusting urban area site requirements to one additional site per 50,000 residents (previously 30,000)

Updates the definition of "urban area" to align with current U.S. Census Bureau standards based on a minimum threshold of 2,000 housing units or 5,000 people

Amends the packaging and paper products stewardship law (RCW 70A.208.020) to exempt packaging associated with paint products as defined in this chapter from that program's requirements
