Creates a new legal definition of "travel van" as a vehicle with an enclosed body that includes the driver area and offers temporary living amenities, distinguished from motor homes by shorter windshield-to-body distance and manufacturer designation as a travel or camper van.

Exempts travel vans from the motor vehicle excise tax paid to regional transportation authorities, placing them in the same tax-exempt category as campers and travel trailers.

Amends the definition of "motor homes" in RCW 46.04.305 to explicitly exclude travel vans, in addition to the existing exclusion for campers.

Amends RCW 82.44.125 to add travel vans to the list of vehicles exempt from motor vehicle excise tax.
