Removes the 6:00 a.m. to 9:00 a.m. time restriction from the definition of "major employer," expanding commute trip reduction requirements to cover all weekday employees rather than only those starting work during morning peak hours

Eliminates the peak period time constraint from the definitions of "commute trip," "major employment installation," and "major worksite," broadening which trips and facilities are subject to commute reduction programs

Applies to private and public employers with 100 or more full-time employees at a single worksite for at least 12 continuous months

Amends RCW 70A.15.4010, Washington's commute trip reduction statute, by updating multiple definitional sections
