Establishes a minimum $1,000 penalty for failing to provide proof of motor vehicle insurance, adjusted for inflation, with community restitution as an alternative

Authorizes law enforcement to detain drivers and vehicles until proof of insurance is provided, or to impound the vehicle at the officer's discretion

Mandates vehicle impoundment when a driver has received two or more insurance violation citations in the prior three years, or has caused an accident involving damage to another person or property while uninsured

Adds driving without insurance to the list of circumstances authorizing police to take custody of a vehicle and remove it to a place of safety

Allows dismissal of citations with a $25 administrative fee if the driver provides written evidence they had valid insurance at the time of the citation
