Elevates assault in the fourth degree with a finding of sexual motivation from a gross misdemeanor to a class C felony if the person has two or more prior adult convictions within 10 years for qualifying offenses

Qualifying prior offenses include any sex offense as defined in RCW 9A.44.128, assault in the fourth degree with sexual motivation, or comparable municipal, tribal, federal, or out-of-state offenses

Adds "Assault 4 (third offense with a finding of sexual motivation or other sex offense history)" to the sentencing guidelines grid at Seriousness Level IV

Amends RCW 9A.36.041 (assault statute) and RCW 9.94A.515 (sentencing table) to implement these changes
