Exempts part-day or school-day Early Childhood Education and Assistance Program (ECEAP) and Head Start programs located in public school buildings or on public school property from child care licensing requirements

Adds this exemption to the existing list of programs not considered "agencies" subject to Department of Children, Youth, and Families licensing, which already includes programs operated by government units, tribal-licensed programs on reservations, and military reservation programs

Amends RCW 43.216.010, the definitions section governing early learning programs under the Department of Children, Youth, and Families
