Prohibits selling, transferring, or distributing digital firearm manufacturing code (CAD files) to persons not federally licensed to manufacture firearms, and creates a rebuttable presumption that possession of such code indicates intent to illegally distribute or manufacture firearms

Bans the sale or transfer in Washington of 3D printers or CNC milling machines marketed or advertised primarily for manufacturing firearms, with exemptions for law enforcement, forensic labs, and federally licensed manufacturers

Expands existing prohibitions on untraceable firearms to explicitly include manufacturing via 3D printers or CNC milling machines, and prohibits unlicensed persons from manufacturing frames, receivers, or unfinished frames/receivers using these technologies

Adds new definitions to RCW 9.41.010 for "digital firearm manufacturing code" and "three-dimensional printer," and clarifies that manufacturing prohibitions apply regardless of the method used

Violations are punishable as gross misdemeanors for first offenses, escalating to class C felonies for repeat violations, and are also classified as unfair trade practices under the Consumer Protection Act (chapter 19.86 RCW)
