Amends RCW 28B.15.621 to expand tuition waiver eligibility conditions for children of eligible veterans and national guard members at Washington public colleges and universities

Children ages 17-26 of veterans who are totally disabled, POW/MIA, or killed in active federal service qualify for mandatory full tuition and fee waivers

Adds new provision allowing children 8 years to use the tuition waiver if their parent's total disability determination occurs after the child turns 18 but before age 26

Recipients may use the waiver for up to 250 quarter credits and receive a $500 annual stipend for textbooks and course materials, subject to appropriations

Child's marital status does not affect eligibility, and "child" includes biological, adopted, and stepchildren
