School districts must create and maintain detailed digital maps of school facilities as part of safe school plans, subject to state appropriations for this purpose

Maps must be interoperable with first responder software platforms at no cost to emergency agencies, include 3D reference coordinates, verified floor plans from on-site walk-throughs, and aerial imagery overlays

Required map features include interior layouts (rooms, stairwells, lockdown areas), exterior access points, evacuation routes, parking lots, playgrounds, athletic fields, and safety infrastructure (fire alarm panels, AEDs, trauma kits, utility controls)

All school mapping data is exempt from public disclosure under the Public Records Act and must be collected, stored, and maintained entirely within the United States

The bill addresses findings that a 2019 legislative study revealed inconsistent usage of the state mapping system, with only 52 of approximately 295 districts accessing it weekly and at least 33 districts using incompatible alternative platforms
