Requires the committee to develop a prioritization framework considering factors including operating cost savings, greenhouse gas reductions, project readiness, leveraged non-state funding, geographic distribution, and alignment with local climate action plans

Mandates a preliminary report by December 30, 2026, followed by biennial reports to the legislature by November 15th of each even-numbered year starting in 2028, containing prioritized capital project funding recommendations

Projects ranked in the top 35% of a previous recommended list that were not funded by the legislature must retain their ranked position on subsequent lists unless the committee determines adjustment is warranted

Capital appropriations for state campus district energy systems must be additive to routine capital construction funding and the governor's budget documents must identify consistency with committee recommendations
