Requires the Health Care Authority to establish standardized definitions and reporting mechanisms for wait times for pediatric primary care and applied behavior analysis services by December 31, 2026

Prohibits reductions to Medicaid reimbursement rates for pediatric primary care or applied behavior analysis service codes beginning July 1, 2027, if the average statewide waitlist for that service exceeds 30 days

Establishes a mandatory order for budget reductions starting July 1, 2027: first administrative costs, then nonbargained executive salaries, and lastly reimbursement rates affecting benefits and client services

Requires any legislatively-approved rate increases for pediatric primary care or applied behavior analysis services to be applied as a distinct layer on top of the base rate, rather than absorbed into it
