Creates "community scaled projects" allowing weatherization of multiple dwelling units in the same neighborhood where environmental, social, or economic conditions adversely impact residents

Expands eligible weatherization activities to include community scaled projects, which may provide full or partial weatherization, energy efficiency measures, or structural rehabilitation for multiple homes

Requires sponsors to identify priority communities using indicators such as environmental health disparities, housing vulnerability, and pollution exposure, with the department prioritizing proposals serving low-income areas

Department must approve or deny community scaled project proposals within 90 days of application period closing

Exempts dwelling units in community scaled projects from the requirement that households be low-income (at or below 80% of median income) and from the requirement to install full levels of weatherization measures
