Changes terminology from "advanced registered nurse practitioner" (A.R.N.P.) to "advanced practice registered nurse" (A.P.R.N.) throughout Washington nursing regulations

Establishes four specialty certification categories with protected titles and abbreviations: certified nurse practitioner (C.N.P.), certified nurse midwife (C.N.M.), certified registered nurse anesthetist (C.R.N.A.), and clinical nurse specialist (C.N.S.)

Removes the requirement for applicants to submit official transcripts directly to the board, while maintaining the board's authority to establish criteria for evaluating education of all applicants

Grants the board direct authority to issue interim permits for nursing practice, replacing language that required department authorization

Sections using current A.R.N.P. terminology expire June 30, 2027, while sections using new A.P.R.N. terminology take effect on the same date
