Prohibits any person from soliciting, coercing, or contracting with policyholders to assign post-loss property insurance benefits to third parties such as restoration or mitigation contractors

Declares any such assignment agreement void and unenforceable under Washington law

Exempts licensed public adjusters representing policyholders' financial interests, attorneys working on contingency fees, federally insured financial institutions/mortgagees, and liability coverage

Preserves policyholders' ability to authorize direct payments to contractors for covered services without transferring claim rights

Authorizes the Insurance Commissioner to impose fines of $50,000 per violation, with collected fines deposited into the state general fund
