Establishes the Washington State Boys and Men Commission with nine governor-appointed members, including at least one tribal representative, plus four legislative advisory members from both parties.

Commission establishment is contingent on receiving sufficient private gifts, grants, or donations to fully fund operations through December 31, 2029; the Office of Financial Management must identify required funding amounts by June 30, 2026.

Commission duties include advising state agencies on policies affecting boys and men, holding public hearings, providing legislative clearinghouse services, and submitting biennial reports starting December 31, 2029.

Requires emphasis on addressing challenges faced by boys and men of color, rural residents, LGBTQ individuals, and socioeconomically disadvantaged populations.

Creates the Boys and Men Commission Account for receiving private contributions; if sufficient funding is not secured by January 1, 2030, all provisions expire and contributions are returned.
