Prohibits manufacturing, selling, or distributing IV tubing with intentionally added DEHP or unintentionally added DEHP at ≥0.1% concentration beginning January 1, 2035

Bans replacing DEHP with other ortho-phthalates, listing 12 specific phthalate compounds that cannot be used as substitutes

Exempts human blood collection/storage bags and apheresis/cell therapy blood kits and bags (including integral tubing) from the requirements

Cites FDA and EPA findings that DEHP is a probable human carcinogen and endocrine disruptor linked to reproductive harm, liver/kidney damage, and potential multidrug resistance in breast cancer cells
