WA HB2406

Authorizes the Washington Department of Labor and Industries to use electronic communication methods (in addition to traditional mail) for sending notices, orders, citations, and other official correspondence across multiple regulatory programs

Requires the department to provide recipients the option to receive communications through nonelectronic methods before using electronic delivery for the first time

Applies to communications across numerous labor programs including contractor registration, plumber and electrician licensing, workplace safety (WISHA), wage complaints, workers' compensation claims, and elevator/boiler inspections

Establishes that electronic notices are considered received on the date sent by the department, while mail delivery completion occurs upon deposit in the mail system

Amends over 40 sections of the Revised Code of Washington (RCW) to replace requirements for "certified mail" or "registered mail" with trackable electronic or nonelectronic delivery methods
