Establishes the "Strengthen Washington Homes Program" to provide financial grants to property owners, contractors, and nonprofits for wildfire risk mitigation of residential dwellings in accordance with Insurance Institute for Business and Home Safety wildfire prepared standards

Creates the Strengthen Washington Homes Program Account in the state treasury, funded by grants, donations, legislative appropriations, and unexpended funds from the Insurance Commissioner's regulatory and fraud accounts

Prohibits insurers from using wildfire risk as a disqualifying factor for property insurance coverage eligibility if the property has a current wildfire prepared home, wildfire prepared neighbors, or equivalent designation from IBHS

Authorizes the Insurance Commissioner to conduct localized pilot projects, adopt rules for grant eligibility and distribution, and accept federal and private funding for the program

Requires grant recipients to secure all necessary permits and inspections per local building codes and obtain a wildfire prepared designation; does not create an entitlement to funding
