Establishes the Washington State Commercial Truck Safety and Education Council within the Washington Traffic Safety Commission to improve commercial truck safety through public-private programs focused on crash trends, driver education, regulatory compliance, and industry training

Creates a 10-member council appointed by the governor, including representatives from Washington State Patrol, Department of Licensing, Department of Transportation, Washington Traffic Safety Commission, community and technical colleges, trucking associations, and one general public member

Doubles the commercial vehicle safety enforcement fee from $16 to $32, with the increased revenue split equally between the State Patrol Highway Account and a new Commercial Truck Safety and Education Account

Requires the council to meet at least quarterly beginning no later than the third Monday in January 2027, with annual reports to legislative transportation committees starting December 31, 2027

Limits administrative expenses to no more than 5% of account funds, with remaining money available for safety improvement activities, training programs, and grants without requiring legislative appropriation
