Adds Department of Natural Resources as an eligible employer under the Law Enforcement Officers' and Firefighters' Retirement System (LEOFF) Plan 2 when employing firefighters meeting national wildfire coordinating group qualifications

Expands the definition of "firefighter" to include full-time wildland or aviation firefighters, where "full time" is defined as expected employment of at least 160 hours per month for more than six months per year

Amends RCW 41.26.030 to allow DNR wildland and aviation firefighters to participate in LEOFF retirement benefits previously unavailable to them
