Adds a new section to chapter 38.38 RCW establishing victims' rights protections for Washington National Guard members who are crime victims while serving in state capacity, aligning state protections with federal Uniform Code of Military Justice standards

Grants victims the right to reasonable protection from the accused, timely notice of hearings and proceedings, and the right not to be excluded from public hearings unless testimony would be materially altered

Provides victims the right to be heard at pretrial confinement hearings, sentencing hearings, and clemency/parole board proceedings, as well as the right to confer with state counsel and receive restitution

Requires defense counsel to request victim interviews through victim's counsel, and if requested by the victim, interviews must occur in the presence of state counsel, victim's counsel, or a victim advocate

Specifies the provisions do not create a cause of action for damages or impose liability on the state of Washington or its officers/employees
