Expands Washington's Address Confidentiality Program eligibility to include administrative law judges and staff appointed under RCW 34.12.030 at the Office of Administrative Hearings who are targets of threats or harassment

Allows eligible administrative law judges, staff, and persons residing with them to have the Secretary of State's address serve as their substitute address for official records

Requires applicants to submit a sworn statement under penalty of perjury that they are targets for threats or harassment prohibited under RCW 9A.46.020 or 9A.90.120(1)

Applies existing program framework including 4-year certification periods, Department of Licensing address updates for vehicles and driver's licenses, and criminal penalties for providing false information on applications
