Director must develop or contract for up to one-hour training for tattoo artists on recognizing signs of human trafficking, responding appropriately, referring clients to victim resources, and reporting to state antitrafficking organizations by January 1, 2027

Training must be available online or in-person, provided to the public at no cost, and in an accessible format

Beginning July 1, 2027, all tattoo artists must complete this training annually as a requirement for license issuance or renewal

Adds a new section to chapter 18.300 RCW governing tattoo artists
