Extends the Children and Youth Behavioral Health Work Group through December 30, 2031 (from 2029) and adds a new duty to advise a leadership council on implementing the "Washington Thriving" strategic plan for youth behavioral health services

Establishes a Children and Youth Behavioral Health Leadership Council under the governor to coordinate implementation of the strategic plan, with membership including state agencies, individuals with lived experience, and tribal representatives

Creates an executive coordination officer position in the governor's office to monitor strategic plan implementation across state agencies, build infrastructure, coordinate private funding, and track equity impacts

Requires state agencies to align children and youth behavioral health activities with the Washington Thriving strategic plan and implement them equitably

Authorizes the governor to use private funding sources to support the strategic plan and facilitate coordination between state agencies
