Amends RCW 88.16.190 to convert written-out numbers to numerical format throughout the statute governing oil tanker operations in Washington's restricted waters.

Oil tankers greater than 125,000 deadweight tons remain prohibited from proceeding east of the line from Discovery Island light to New Dungeness light without U.S. Coast Guard authorization.

Oil tankers between 40,000-125,000 deadweight tons operating in Puget Sound waters must be escorted by tugs with aggregate shaft horsepower of at least 3,000 or 5% of the tanker's deadweight tons, whichever is greater.

Vessels between 5,000-40,000 deadweight tons, articulated tug barges, and towed oil barges over 5,000 deadweight tons operating in Rosario Strait must have tug escort with horsepower equivalent to 5% of a 40,000 deadweight ton tanker.

Bill requested by the Board of Pilotage Commissioners and makes technical formatting changes without altering substantive regulatory requirements.
