Establishes the Supporting Our Early Education Degree Seekers (SEEDS) scholarship beginning in the 2027-28 academic year, providing up to 90 credits of tuition-free community or technical college for students pursuing early childhood education certificates or associate degrees

Eligibility requires family income between 65-150% of state median family income, no prior associate's degree, at least part-time enrollment, and signing an attestation to work in an early learning center for at least two years after completion

Allocates $10,000,000 from the Washington Advanced College Tuition Payment Program account surplus (currently funded at approximately 178%), with funding contingent on actuarial funded status remaining at or above 120%

Grant awards cover the difference between tuition/fees and other state-funded aid received, plus student support and wraparound services to reduce barriers to program completion

Requires the Student Achievement Council to conduct a sustainability study examining enrollment impacts, student outcomes, and financial effects, with findings due to the legislature by October 1, 2027
