Creates a postsecondary education grant program for armed forces reserve members stationed or domiciled in Washington, as well as their designated spouses and dependents

Grant amounts cannot exceed the maximum Washington college grant plus $500 for books and supplies, and are capped at undergraduate tuition, fees, and book allowance at University of Washington rates

Maximum benefit per reservist (including any designated family members) is limited to six full-time years of eligibility

Recipients incur a service obligation requiring one year of armed forces reserve service for each year of grant received; failure to complete service triggers repayment with interest

Office of Student Financial Assistance administers the program with assistance from the Washington Military Department, including selection criteria, rule adoption, and collection of repayments
