Expands Washington's state food assistance program to cover individuals disqualified from federal SNAP solely due to work requirements for able-bodied adults without dependents (ABAWDs)

Eligible populations for the state program expansion include: homeless individuals, former foster youth age 24 or younger, veterans, adults age 55 or older, and adults in households with children under 18

Benefits for ABAWD work requirement-related disqualifications are limited to the remaining portion of the state's 36-month time limit period following federal disqualification

Exempts these newly eligible populations from state program work requirements

Declares an emergency, making the act effective immediately upon passage
