Increases the minimum disturbed area threshold for "surface mine" classification from 3 acres to 7 acres, exempting smaller mining operations from state reclamation permit requirements under RCW 78.44

Maintains other existing surface mine criteria unchanged, including slopes greater than 30 feet high at 1:1 ratio and mineral prospecting disturbance exceeding 1 acre within 8 acres

Retains the existing exemption for public works projects in counties with populations under 20,000 (as of 1993), where each mine has less than 7 acres of disturbed area

Amends RCW 78.44.031 definitions governing the Surface Mining Act administered by the Department of Natural Resources
