Expands Washington college grant eligibility beginning in the 2027-28 academic year to include students enrolled in eligible postsecondary nondegree credential programs, as determined by the State Board for Community and Technical Colleges in consultation with the Student Achievement Council.

Amends RCW 28B.92.200 to add nondegree credential programs as a third enrollment pathway alongside traditional higher education institutions and registered apprenticeship programs.

Maintains existing eligibility requirements including demonstrated financial need, Washington residency, annual financial aid application, and no prior baccalaureate degree.

Grant eligibility continues to be capped at six years or 150 percent of the published program length.
