Prohibits countywide or multicounty planning policies from blocking rural school siting when the new school site is contiguous to an existing school within the district

Removes the previous population-based county restriction (840,000-1,500,000 population requirement) for authorizing rural school siting, making the flexibility available to all qualifying counties

Requires counties and cities to extend public facilities and utilities to rural school sites that are contiguous to existing schools, and makes the school district's site suitability finding conclusive in such cases

Allows new schools serving urban students to be built on rural school district property when contiguous with an existing school, and excludes such schools from impact fee calculations under RCW 82.02.050

Eliminates the December 2023 reporting requirement for the department to report on schools built outside urban growth areas; provisions expire June 30, 2031
