Governor, through the adjutant general, must establish rules for organizing, maintaining, and training the organized militia to counter drone threats to people, critical public infrastructure, and correctional facilities

Rules must cover detection, identification, monitoring, tracking, and mitigation of unpiloted aircraft systems, as well as acquisition and disposal of related military property

Governor may order the Washington organized militia into active state service to support state, local, tribal, and territorial law enforcement in countering drone threats

Militia members ordered into active service must be trained and certified by the attorney general or designee, in coordination with the secretary of homeland security, through a National Guard certifying training center
