Authorizes the Washington State Leadership Board to solicit and receive gifts, grants, and endowments from public or private sources for the board's use or benefit

Permits the board to expend received funds toward cultivating leadership skills in Washington youth and strengthening statewide civic engagement, education, and service opportunities

Requires the executive director to report funds received from private sources to the Office of Financial Management on a regular basis

Prohibits private funds from reducing or substituting for the board's legislatively appropriated budget; such funds must be applied to authorized projects and programs not funded by the legislature
