Creates a youth development fund account in the state treasury to receive gifts, grants, federal funds, and legislative appropriations for youth development programs serving ages 5-24

Authorizes the Superintendent of Public Instruction to distribute grants to nonprofits, tribes, and city/county parks and recreation entities; school districts may apply only when partnering with community organizations or when no nonprofit programs exist locally

Eligible programs include learning acceleration, social-emotional learning, mentorship, postsecondary/career support, arts, STEM, sports, outdoor education, civic engagement, and cultural programming

Requires equitable geographic distribution across all nine educational service district regions, with priority for areas with least access to youth programs and for youth in foster care, experiencing homelessness, living in poverty, or at risk of dropout

Grant recipients must annually report program impacts to the Office of Superintendent of Public Instruction; the account does not require appropriation for expenditures
