Requires developers of generative AI systems to publicly post documentation about training datasets by January 1, 2027, including data sources, types of data points, whether datasets contain copyrighted material or personal information, and whether data was purchased or licensed

Applies to generative AI systems released on or after January 1, 2022 that are made available to Washington residents, including any substantial modifications to existing systems

Exempts AI systems used solely for security purposes, aircraft operations, national security/military/defense purposes available only to federal entities, and systems regulated under the federal Food, Drug, and Cosmetic Act

Excludes from the "developer" definition those who build AI only for internal use or research, entities using third-party AI via API without substantial modification, and public entities and tribal nations

Violations constitute unfair or deceptive acts under Washington's Consumer Protection Act (chapter 19.86 RCW), enabling enforcement through that framework
