Amends RCW 9A.44.130 to expand required registration information for sex offenders and kidnapping offenders in Washington State

Adds new mandatory reporting items: name and address of any educational institution where the person is or will be a student; internet/phone identifiers including email addresses and telephone numbers used for communication or self-identification; and license plate numbers with vehicle descriptions for any vehicle owned or operated

Maintains existing registration requirements including name, aliases, residential address, date/place of birth, employment location, conviction details, social security number, photograph, and fingerprints

Requires registered offenders to update any of this information during address verification by county sheriffs or as part of required notices under the statute
