Establishes a Global War on Terror memorial on the Washington State capitol campus to honor service members who died in Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn

Requires the memorial to include a component reflecting on active duty service members and veterans who died by suicide after serving in these wars

Creates a work group consisting of legislators, state agency directors, veterans' organization representatives, and others to recommend memorial design, location, sculptor, funding sources, and budget

Work group must hold initial meeting before July 15, 2026, meet quarterly thereafter, and provide recommendations to the capitol committee

Capitol committee must begin sculptor selection within 30 days of receiving sufficient funds, with a goal of completing the memorial within five years; work group expires after the unveiling ceremony
