Prohibits use of anticoagulant rodenticides and bromethalin-containing rodenticides from January 1, 2027 through December 31, 2028

Allows the director to establish emergency exceptions for protecting drinking water supply, controlling mosquito-borne illness vectors, and emergent infectious disease control

Requires the Department of Agriculture to report to the legislature by December 31, 2026 identifying all registered anticoagulant and bromethalin rodenticides

Directs the Washington State Academy of Sciences to study rodenticide use and safety, including impacts on Washington wildlife, research gaps, and viability of nontoxic alternatives like contraceptives

Study findings and recommendations due to legislature by December 31, 2028; moratorium and study provisions expire June 30, 2029
