Amends RCW 46.96.185 to allow electric vehicle manufacturers that have never entered franchise agreements with independent dealers to own and operate their own dealerships in Washington state, replacing the previous exemption that applied only to manufacturers holding a dealer license as of January 1, 2014

Electric vehicle manufacturers qualifying for this exemption may sell new vehicles of their own makes/lines not sold by independent franchise dealers, and may own or contract with companies providing finance, leasing, or service for their vehicles

Maintains existing prohibitions against traditional auto manufacturers competing with franchised dealers by owning dealerships, with limited exceptions for temporary transitions (up to 2 years plus possible 12-month extension), diversity initiatives, and certain truck manufacturers

Preserves anti-discrimination requirements preventing manufacturers from offering different prices on vehicles, parts, or accessories to different dealers, or using unfair allocation methods for inventory distribution

Violations constitute unfair practices under Washington's Consumer Protection Act (chapter 19.86 RCW), with aggrieved parties able to petition the department for adjudicative proceedings
