Gas companies, electric utilities, and water utilities must provide rate discounts to school districts on a phased schedule: 10% by January 1, 2027, increasing 10% annually until reaching 60% by January 1, 2032 and thereafter

Discounts apply to school districts, charter schools established under chapter 28A.710 RCW, and state-tribal education compact schools under chapter 28A.715 RCW

Consumer-owned utilities must have their governing boards approve discounted rates; investor-owned utilities must propose discount rate programs to the Utilities and Transportation Commission for approval

Expenses and lost revenues from these discounts must be included in utilities' cost of service and recovered through rates charged to other customers

The bill does not change or reduce minimum per-student allocations for materials, supplies, and operating costs provided under RCW 28A.150.260
