Removes the $18 cap on firearms background check fees charged by the Washington State Patrol, allowing fees to be set at amounts reasonably calculated to cover direct and indirect program costs

Amends RCW 43.43.580 governing the state's centralized firearms background check program operated by Washington State Patrol for dealer-conducted firearm sales and transfers

Maintains existing program requirements including web portal/telephone access for dealers, checks against multiple databases (NICS, state criminal records, health care authority, FBI, courts), and appeals process for denied transfers

Background check fees continue to be exempt for pawnbroker transactions involving pawned firearms

Section 1 expires May 1, 2027; Section 2 takes effect May 1, 2027 (accounting for amendments to different versions of the same statute)
