Establishes ongoing funding of at least $100,000,000 per year for the community reinvestment account, building on previous appropriations of $200,000,000 (2023-2025), $60,000,000 (2025-2027), and $50,000,000 (2027-2029)

Requires the Department of Commerce and Office of Equity to update the community reinvestment plan every 10 years, with the first update due in 2032, including criteria for eligible communities, accountability measures, and outcome tracking

Directs funds toward economic development, civil/criminal legal assistance, community-based violence prevention, reentry services, and agricultural support for historically marginalized communities through "by and for community organizations"

Mandates biennial reporting to the legislature beginning June 30, 2027, with outcome-based metrics on plan implementation

Requires the Washington State Institute for Public Policy to study and report on fund distribution and recipient organizations' use of funds by June 30, 2027
