Establishes a 9-member State Security Guards Industry Standards Board under the Department of Labor and Industries, with initial appointments by September 1, 2026 and first meeting by October 1, 2026

Requires the board to adopt minimum employment standards for security guards by January 1, 2028, covering compensation, paid leave, benefits, and training requirements

Mandates security guard employers ensure workers complete training from certified worker organizations at least once every two years, covering employment standards, labor protections, and enforcement procedures

Creates enforcement mechanisms including civil penalties of $1,000 per willful violation (up to $10,000 for repeat violations) and grants injured security guards a private right of civil action to recover damages plus attorneys' fees

Funds the board through a $25 fee remitted from security guard license fees collected under RCW 18.170, deposited into a new State Security Guards Industry Standards Board Account
