Locks the annual quality assurance fee rate at the level in effect as of July 4, 2025, for fiscal years beginning July 1, 2026 and thereafter

Shifts adjustment mechanism after July 1, 2026 from modifying the quality assurance fee rate to adjusting the quality assurance add-on rate when available fee amounts differ from aggregate fee schedule amounts by more than 1%

Maintains the quality assurance fee calculation formula for fiscal years through June 30, 2026, using the projected aggregate fee schedule amount multiplied by the state medical assistance percentage, divided by 90% of projected emergency ambulance transports

Clarifies that the annual quality assurance fee rate is calculated as a percentage of annual gross revenue for participating ambulance transport providers
