Animal testing facilities, contract testing facilities, and manufacturers are prohibited from using animal test methods in drug development when validated alternative test methods are available

Alternative test methods must provide equivalent or better scientific quality, be identified by a validation body, adopted by the relevant federal agency, and not use animals

The prohibition does not apply when animal testing is required by a federal regulatory authority

Violations constitute unfair or deceptive acts under Washington's Consumer Protection Act (chapter 19.86 RCW)

Creates a new chapter in Title 69 RCW (Food, Drugs, Cosmetics, and Poisons)
