Authorizes the Washington Department of Transportation to use multiple award task order contracting as an alternative process for awarding construction, renovation, repair, and improvement contracts for highways, structures, and facilities

Allows regional transit authorities to create rosters of contractors for indefinite delivery/indefinite quantity construction contracts, with placement based on qualifications submitted through a public solicitation process

Requires evaluation committees to include representatives from equity offices and assess contractors based on safety history, performance record, and inclusion of certified small, veteran-owned, and disadvantaged business enterprises over the past five years

Mandates the department report annually each September to legislative transportation committees on the number of qualified disadvantaged business enterprises on rosters and contracts awarded to these firms

Establishes protest procedures for contract and task order awards, requiring at minimum four business days from notification for proposers to file protests
