Increases the state local effort assistance threshold from $1,550 to $3,838.26 per student beginning in calendar year 2027, with the threshold rising to $5,035 per student starting in 2031

Raises the enrichment levy rate divisor from $1.50 to $2.50 per $1,000 of assessed value when calculating annual local effort assistance funding for eligible school districts

Adds an "inflation enhancement" of 3.33 percentage points on top of regular inflation adjustments each year from 2027 through 2030

Changes the inflation measure from the implicit price deflator to the seasonally adjusted consumer price index for all urban consumers in the Seattle area

Takes effect January 1, 2027
