Allows county legislative authorities to dispense with advertisement and competitive bidding requirements for public works contracts under $40,000

Increases thresholds for county purchases requiring formal competitive bidding: purchases between $20,000 and $100,000 must use the uniform process (up from $10,000-$50,000), and purchases under $20,000 may bypass formal bidding (up from $10,000)

Authorizes counties to enter into contracts without further bidding, perform work with county employees, or readvertise if no bids are received on the first call for public works or materials/equipment purchases

Repeals RCW 36.32.240, which contained separate competitive bidding rules for counties with populations under 400,000, consolidating procurement rules under a single statute
